Global navies are facing evolving waterside security threats, particularly from asymmetric terrorist attacks on ships in port. Despite initial efforts to protect vessels with makeshift and then purpose-built barriers, current rudimentary systems remain inadequate against modern threats, necessitating investment in advanced solutions.
•    Historic security challenges: The Navy's last major non-state adversary challenge was in the early 1800s; recent decades have seen terrorists’ perfect small-scale attacks on ships in port, exemplified by the USS COLE bombing in 2000.
•    Early barrier attempts: Initial waterside defences used improvised materials like ship fenders and floats, which provided minimal protection and posed risks to civilians and navigation. Inflatable barriers were also ineffective and costly.
